HCS HB 189 -- SALES TAX REVENUE FOR SPORTS AUTHORITIES SPONSOR: Rizzo COMMITTEE ACTION: Voted "do pass" by the Committee on Commerce and Economic Development by a vote of 16 to 6. This substitute requires that all state sales tax revenues collected within certain sports complexes located in Jackson County and the City of St. Louis be placed in the Convention and Sports Complex Fund. Funds will be appropriated solely for the maintenance and refurbishment of the complex. FISCAL NOTE: Estimated Net Loss to General Revenue Fund of $2,110,659 in FY 2002, $2,608,775 in FY 2003, and $2,687,038 in FY 2004. Loss to School District Trust Fund from Section 67.642 of $703,553 in FY 2002, $869,592 in FY 2003, and $895,680 in FY 2004. PROPONENTS: Supporters say that this money would be used to make improvements to sports facilities, which would be a good investment because there is intangible value in being "a big league city." This money will allow them to refurbish the stadiums, which would be more cost-effective than building new stadiums altogether. The Kansas City Royals' Kauffman Stadium needs more space for both attendees and amenities, such as snack bars, and the concourses at the Kansas City Chiefs' Arrowhead Stadium need to be widened. Changes like these might allow Arrowhead Stadium to host bigger events, like the Super Bowl. Testifying for the bill were Representatives Bonner and Monaco; Jackson County Executive; David Glass, owner, Kansas City Royals; Lamar Hunt, owner, Kansas City Chiefs; HOK Sports Facilities Group; and Greater Kansas City Chamber of Commerce.
