HB 318 -- ADMINISTRATIVE RULES FOR PUBLIC EMPLOYEE RETIREMENT SPONSOR: O'Toole COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Retirement by a vote of 10 to 0. This bill adds a requirement for public employee retirement plans to furnish a copy of the proposed rule to the Joint Committee on Public Employee Retirement when promulgating administrative rules. Plans that file rules with the Secretary of State must furnish a copy to the committee prior to or concurrent with their filing with the Secretary of State. Plans that are not required to file with the Secretary of State must furnish a copy to the committee within 10 days of promulgating the rule. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that rules should be filed with the Joint Committee on Retirement. This will give the committee the chance to review rules and know what changes are being made in the different systems. Testifying for the bill was Representative O'Toole.
