Summary of the Committee Version of the Bill

HB 321 -- KANSAS CITY TRANSPORTATION SALES TAX

CO-SPONSORS:  Skaggs, Curls, Wilson (42), Campbell, Van Zandt,
Hoppe

COMMITTEE ACTION:  Voted "do pass" by the Committee on Urban
Affairs by a vote of 10 to 2.

The Kansas City transportation sales tax will expire on December
31, 2001.  This bill extends the tax to December 31, 2003.

FISCAL NOTE:  Estimated Net Income to General Revenue Fund of
$138,370 in FY 2002, $278,760 in FY 2003, and $140,895 in FY
2004.

PROPONENTS:  Supporters say that the bill is crucial to Kansas
City's economic vitality, since people rely on the bus system to
go to and from work.  Businesses also rely on the bus system to
bring their employees to work and to transport customers.  In
Kansas City, the only public transportation available is the
bus.  This tax generates approximately 60% of the Kansas City
Area Transportation Authority's budget and is vital to its
continued operation.  Without the bill, public transportation in
Kansas City would be in jeopardy.

Testifying for the bill were Representatives Curls and Wilson
(42); Kansas City Area Transportation Authority; City of Kansas
City; and Chamber of Commerce of Greater Kansas City.

OPPONENTS:  There was no opposition voiced to the committee.
