HCS HB 334 -- CALCULATED LEVY FOR SCHOOL AID SPONSOR: Franklin (Davis) COMMITTEE ACTION: Voted "do pass" by the Committee on Education-Elementary and Secondary by a vote of 16 to 0. This substitute removes the 5-year restriction on the use of a calculated levy by a school district under certain circumstances. The calculated levy prevents a school district from losing state aid when it must roll back property taxes because of reassessment. Currently, if a school district board increases its levy to a level that is higher than the calculated levy, it will lose its prior adjustments made for reassessment rollback after 5 years. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that if the 5-year limit on the use of the calculated levy is not removed, a large number of school districts will undergo a sizable decrease in their state aid within the next few years. The calculated levy is necessary to ensure that districts that have undergone property tax rollbacks and then raised their levies continue to get credit for their higher levies when calculating state school aid.
