HCS HB 441, 94 & 244 -- VETERANS' RECOGNITION SPONSOR: Boucher (Holt) COMMITTEE ACTION: Voted "do pass" by the Committee on Public Safety, Law Enforcement and Veteran Affairs by a vote of 19 to 0. This substitute requires the Department of Elementary and Secondary Education, with the cooperation of the Missouri Veterans Commission, to develop a program to award honorary high school diplomas to all honorably discharged World War I, World War II, and Korean War veterans who did not complete their education after the war. The department and commission must jointly develop the program, to be known as Operation Recognition. These diplomas may be awarded posthumously. FISCAL NOTE: Cost to General Revenue Fund of $32,085 in FY 2002, $11,824 in FY 2003, and $0 in FY 2004. PROPONENTS: Supporters say that this bill will show veterans how much the sacrifice they made in service to their country is appreciated.
