Summary of the Committee Version of the Bill

HB 453 -- EMERGENCY RESPONSE FEES

CO-SPONSORS:  Ransdall, Berkowitz, Wiggins

COMMITTEE ACTION:  Voted "do pass" by the Committee on
Environment and Energy by a vote of 15 to 0.

Fees for the Missouri Emergency Response Commission expire on
August 28, 2002.  This bill extends the fees to August 28, 2012.

FISCAL NOTE:  Estimated Net Income to Chemical Emergency
Preparedness Fund of $0 in FY 2002, $211,060 in FY 2003, and
$266,604 in FY 2004.

PROPONENTS:  Supporters say that the fees provide funding for
training of local emergency response personnel in every county.
The training is essential and would not be otherwise available.

Testifying for the bill were Representative Ransdall; Associated
Industries of Missouri; Chemical Council of Missouri; State
Emergency Management Agency; Missouri Division of Fire Safety;
and Cole County - Jefferson City Emergency Management.

OPPONENTS:  There was no opposition voiced to the committee.
