HB 501 -- WATER POLLUTION BONDS CO-SPONSORS: Bowman, Foley, O'Connor, Abel, Monaco, Coleman COMMITTEE ACTION: Voted "do pass" by the Committee on Miscellaneous Bills and Resolutions by a vote of 8 to 0. This bill authorizes the Board of Fund Commissioners to issue bonds for grants and loans pursuant to several sections of Article III of the Missouri Constitution. The authorizations are for: (1) An additional $17.5 million of bonds for water pollution control, drinking water system improvements, and stormwater control pursuant to Section 37(e); (2) $10 million of bonds for rural water and sewer projects pursuant to Section 37(g); and (3) $20 million of bonds for stormwater control plans, studies, and projects in first classification counties and the City of St. Louis pursuant to Section 37(h). FISCAL NOTE: Estimated Net Cost to General Revenue Fund of $0 in FY 2002, $1,022,815 in FY 2003, and $3,597,455 in FY 2004. PROPONENTS: Supporters say that the bill authorizes bonds for several purposes and that it brings the bond amounts down to what they had been in previous years. Testifying for the bill were Representative Bowman; and Metropolitan St. Louis Sewer District. OPPONENTS: There was no opposition voiced to the committee.
