HB 642 -- REGIONAL JAIL DISTRICT TAX SPONSOR: Relford COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Correctional and State Institutions by a vote of 13 to 0. This bill authorizes regional jail commissions to have a 1/8%, 1/4%, 3/8%, or 1/2% regional sales tax for the purpose of operating a regional jail district, if approved by qualified voters of the district. The bill contains further provisions, which include: ballot language; implementation and effective date of the tax; depositing of revenue; use of funds collected; and establishment of the Regional Jail District Sales Tax Trust Fund and its operation. Jails operated by private authorities may not participate in regional jail districts. FISCAL NOTE: Estimated Net Income to General Revenue Fund of $0 or Unknown in FY 2002, FY 2003, and FY 2004. PROPONENTS: Supporters say that at this time there are 3 counties wishing to enter into a compact to establish a regional jail. The bill allows the county commissions to authorize a sales tax to fund the regional jail if approved by the voters. Testifying for the bill were Representatives Relford and Hegeman.
