HB 1011 -- Nuisance Property

With regard to inadequate and deficient housing, this bill
defines "Neighborhood Association" and authorizes these
associations, as well as local housing corporations, to apply
for the appointment of a receiver to perform an abatement if
they believe any building or dwelling is in violation of county
building or housing codes or if they believe the structure
constitutes a threat to public health, safety, or welfare.
If there is no local housing corporation or if all other
lienholders of record refuse to serve as receiver (or if there
are no other lienholders), the neighborhood association will be
given the right of first refusal to serve as receiver for any
residential property with 4 units or less.
