Scheve, Berkowitz, Dougherty

Subject to appropriations, the Department of Social Services is
required to establish a Pharmaceutical Relief Program for senior
citizens by January 1, 2002. The program will provide
prescription drugs at no cost to individuals 65 years of age and
older if (1) they have $1,000 in individual expenditures for
prescription medications for the calendar year; and (2) they
have an annual income of $25,000 per year or less, or if the
person has an income tax filing status of married filing a
combined return, has an annual income of $25,000 per year or
less not to exceed a combined income of $50,000. Eligibility
for the program will be determined annually and will not be
affected by a person's receipt of the pharmaceutical tax credit
for senior citizens currently authorized in statute. The
department is to contract with pharmacies in the state to
provide prescription medications through the program.
Participating pharmacies will be reimbursed at a rate and in a
manner specified in the contract. The department is to issue
Pharmaceutical Relief Prescription drug cards to eligible
seniors to enable them to obtain no cost prescription drugs.
The department is authorized to promulgate rules to implement
the provisions of the bill.
