HB 165 -- St. Louis City School District Board Sponsor: Troupe This bill revises certain qualifications and procedures for election to the school board in the St. Louis City school district. A residency of one year in the subdistrict from which a member is elected is established. The bill clarifies that a qualified resident of the subdistrict will be appointed by the mayor to fill any vacancy. Currently, the law specifies that should a board member holding office on August 28, 1998, leave office, the appointed successor would serve for the remainder of the term; this date is changed to August 28, 2001. The bill establishes that the election scheduled for 2003 will fill positions for the even-numbered subdistricts and the 2005 election will fill positions for odd-numbered subdistricts. A transition provision that would have required 2 of the board members elected in 2003 to serve 3-year, rather than 4-year terms, is eliminated. The bill also clarifies the procedure by which the State Board of Education will redistrict the subdistricts, which are based on the city's wards, if necessary after the decennial census.Copyright (c) Missouri House of Representatives
