HB 235 -- Teachers Sponsor: Dougherty This bill offers salary schedule credit to public school teachers who change employment to another Missouri school district under guidelines specified in the bill. Beginning with the 2001-2002 school year, teachers who have been employed for a year or more will receive credit for each year of service up to 5 years if they take a position in another district. Each school year thereafter, the maximum years credited will increase in increments of one year, culminating in up to 10 years of credit in the 2006-2007 school year. School districts may offer credit for service in excess of this schedule. The bill also specifies that should the court ultimately decide that the revenue limitations of Article X, Section 16 of the Missouri Constitution apply to this section, necessary funds would be appropriated from the State Lottery Fund or the General Revenue Fund. In a new section, the bill adds a requirement that the Department of Higher Education must promulgate a rule by July 1, 2002, requiring undergraduate teacher education candidates at public colleges and universities to receive training in student anger management, conflict resolution, and peer mediation for students.
