Summary of the Introduced Bill

HB 424 -- Disclosure of Records by Institutions of Higher
Education

This bill adds a new section to the governmental records law
that prohibits any higher education institution from disclosing
information about violations of federal, state, or local laws or
institutional policies and rules to the parent or guardian of
any student 18 or older regardless of whether the information is
contained in the student's educational record.  This prohibition
applies in addition to the federal Family Educational Rights and
Privacy Act.  The prohibition does not apply to information
requested by subpoena, nor does it apply to students who are
financially independent of their parents.  Students may waive
this right to nondisclosure by signing a consent form.
