HB 474 -- Motor Vehicle Financial Responsibility

This bill limits the damages that a court may award a person
involved in a motor vehicle accident when that person was either
driving while intoxicated or was operating a vehicle without
liability insurance.  A person operating a vehicle without
liability insurance who suffers personal injury or property
damage in an accident must pay the first $10,000 toward the
person's own property damage and the first $10,000 toward the
person's own medical bills before seeking damages from any other
party.  Also, if that person is found to have been more than 50%
at fault in the accident or is found to have been intoxicated at
the time of the accident, the person cannot recover any damages
for pain and suffering.
