Summary of the Introduced Bill

HB 650 -- Services for the Developmentally Disabled

This bill revises state laws concerning sheltered workshops and
Senate Bill 40 boards.  The bill:

(1)  Removes the reference to "related services" and replaces it
with "any other service or programs for persons with
developmental disabilities and their families";

(2)  Expands the definition of developmentally disabled and
replaces "handicapped persons" with "developmentally disabled
persons";

(3)  Requires the Senate Bill 40 board to develop and conduct an
annual assessment of the needs of persons with developmental
disabilities, their families, and the community.  The board can
also contract to provide services based on the needs assessment;

(4)  Allows the sheltered workshop board to provide any other
services or programs developed by the Senate Bill 40 board or
other governmental agencies having jurisdiction;

(5)  Requires that rules for admission to sheltered workshops be
those established by the Department of Elementary and Secondary
Education; and

(6)  Modifies the ballot language used to approve the
establishment of sheltered workshops and residence facilities to
include other services or programs for persons with
developmental disabilities and their families.

The bill contains an emergency clause.
