HB 669 -- Waiver School Districts

Co-Sponsors:  Shields, Naeger, Portwood, Cunningham, Bearden,
Crowell, Henderson

This bill creates a procedure by which a fully accredited school
district may declare itself a waiver district for the following
school year, during which it will operate under charter school
laws instead of standard school law.

The district will act as applicant and sponsor by applying to
the State Board of Education for charter approval.  Waiver
districts would not follow charter schools admissions policies
and would continue to receive funding in the manner of all
districts and have the power to acquire property by eminent
domain.  The charter would be written for the district as a
whole, and the district would follow the charter as if it were
one charter school.  The bill also makes technical changes to
the charter laws to accommodate waiver districts.
