Summary of the Introduced Bill

HB 753 -- Motor Vehicle Licensing

This bill standardizes the $15 fee requirement for specialty and
personalized license plates and makes various statutory sections
consistent on the requirement of the additional fee.

Documents evidencing transfer of ownership of motor vehicles
will no longer need to be notarized.

The bill allows the Director of the Department of Revenue to
issue citizens a temporary permit after application for a
personalized plate.  Once the personalized plate is processed,
it will be mailed directly to the citizen.  The bill clarifies
that a permit is for everyone, not just a resident or non--
resident, and can be issued by dealers.  Currently, dealers can
issue temporary permits, but not non-resident permits.  All
permits will be good for 30 days.

Transfer of plates is allowed not only for trade-ins but also
private individual purchases.  Currently, an individual is only
allowed to transfer current vehicle plates for 30 days if the
transaction was a trade-in vehicle.

The bill also increases the value of a vehicle that qualifies
for bonded vehicle provisions and also includes trailers and
marine craft in the provision.  Current law applies to vehicles
that are worth $3,000 or less.  Bonded vehicle provisions enable
an applicant to obtain a title without having to go through
court.
