HB 763 -- Waiver of Teacher Salary Compliance

This bill creates a waiver procedure for any school district
that receives a penalty for noncompliance with certificated
salary ratios for school year 2000-2001 or 2001-2002 if the
noncompliance was caused by utility rate increases of more than
25% over the prior year's utility cost.

The State Board of Education may promulgate rules to implement
this provision.

The bill contains an emergency clause.
