HB 85 -- Missouri Law Enforcement District Act Sponsor: Luetkemeyer This bill allows for the creation of Missouri Law Enforcement Districts. The bill: (1) Designates the purpose for a law enforcement district as a unit that funds, promotes, plans, designs, constructs, improves, maintains, or operates one or more projects relating to law enforcement (Section 67.1864, RSMo); (2) Restricts the formation of law enforcement districts to first classification counties without a charter form of government and a population of 50,000 or less. Currently, this definition applies to Camden County and will apply to Taney County on January 1, 2001 (Section 67.1864); (3) Provides a mechanism for the establishment of a law enforcement district by requiring a petition signed by 10% of the voters in the proposed district subject to court review (Section 67.1866 and 67.1868); (4) Establishes the composition of the district board, the method of election for board members, and the board's powers and duties (Section 67.1872 and 67.1876); (5) Allows the district to impose a property tax if approved by at least four-sevenths of the qualified voters in the district (Section 67.1880); and (6) Provides a method for extending the boundaries of the district and for dissolving the district (Section 67.1890 and 67.1894).Copyright (c) Missouri House of Representatives
