HB 867 -- Presidential Electors

Currently, the state's presidential electors are nominated by
the state committee of each political party and are elected by
statewide vote, so that the winners of the state vote for
President and Vice-President receive all of Missouri's electoral
votes.

This bill requires the state committees to nominate 2 "at-large"
electors, who will be elected on the basis of the statewide vote
for President and Vice-President.  It also requires each
congressional district committee to nominate one elector, who
will be elected on the basis of the vote for President and
Vice-President in that congressional district.

The bill also requires electors to cast their vote for the
presidential and vice-presidential candidates for whom they were
nominated and makes it a class three election offense to do
otherwise.
