Summary of the Introduced Bill

HB 916 -- Tobacco Settlement Moneys

This bill creates the Missouri Tobacco Settlement Trust Fund,
the Tobacco Moneys Board, and the Tobacco Moneys Review Board.

The Missouri Tobacco Trust Fund is created in the state
treasury.  All moneys received from the Master Settlement
Agreement against major tobacco companies will be deposited into
the fund.

The bill also creates the Tobacco Moneys Board.  The board will
review requests and award grants to various health, economic
development, and educational groups and causes.  The board will
consist of the Speaker of House of Representatives, the
President Pro Tem of the Senate, and 8 members from both the
House of Representatives and the Senate.

The board will submit information about any grant to the
Governor.  If the Governor does not disapprove the grant within
15 days, it will be deemed approved.

The bill also creates the Tobacco Moneys Review Board.  This
board will be established in the same manner as the Tobacco
Moneys Board.  The Tobacco Moneys Review Board will analyze the
impact of grants awarded by the Tobacco Moneys Board to
determine the worthiness of renewal of the grants.
