HB 947 -- Human Embryos and Cloning

This bill restricts human embryo research and prohibits human
cloning. The bill bans human embryo research that either
destroys the embryo or creates a substantial risk of embryo
destruction and makes these activities a class A misdemeanor.
In vitro fertilization and embryonic diagnostic tests are
specifically exempted from the embryo research ban. In
addition, the bill prohibits human cloning or attempted human
cloning. The bill makes human cloning a felony punishable by
imprisonment for no more than 10 years and a fine of no more
than $10 million.
