HJR 13 -- Highways and Transportation Commission

This proposed constitutional amendment changes the membership of
the Highways and Transportation Commission from 6 members to one
member from each Congressional district (currently 9).  No more
than 5 of the commissioners may be affiliated with the same
political party.

The position of Chief Engineer will be replaced by a Secretary
of Transportation who will be appointed by the Governor with the
advice and consent of the Senate.
