Summary of the Perfected Version of the Bill

HB 120 -- MOTOR VEHICLE SAFETY (O'Connor)

Under current law, no person may operate a vehicle with
vision-reducing material applied to a windshield, sidewing, or
window located to the left and right of the driver which reduces
visibility from within or into the motor vehicle.  Use of
vision-reducing material with 35% light transmission is
permitted only with a physician's prescription.  This bill
permits any person to use vision-reducing material with a light
transmission of 35% or less, plus or minus 3%, and a luminous
reflectance of 35% or more, plus or minus 3%, except on the
windshield.

The bill also allows any person who holds a valid license in
another state to obtain a Missouri driver's license without
being retested.

FISCAL NOTE:  Cost to Road Fund of $75,600 in FY 2002, $0 in FY
2003, and $0 in FY 2004.
