SCS HB 648, HB 477 & HB 805 -- DRIVER'S LICENSES Under current law a person under 16 years of age who holds a temporary instruction permit must be accompanied when driving by a grandparent, parent, or guardian who has a valid driver's license. This bill adds certified driver training instructors and qualified instructors of private driver's education programs to those who may accompany an under-16 temporary permit holder. Time that any temporary instruction permit holder spends with a driver training instructor is allowed to count toward the required 20 hours of behind-the-wheel instruction. A driving instructor is permitted to sign the application for a temporary permit of a person enrolled in a federal residential training program stating that the applicant will receive 20 hours of driving instruction.
