AN ACT

To amend chapter 160, RSMo, by adding thereto one new section relating to the creation of a collaborative action team pilot program.




Be it enacted by the General Assembly of the state of Missouri, as follows:

Section A. Chapter 160, RSMo, is amended by adding thereto one new section, to be known as section 160.650, to read as follows:

160.650. 1. There is hereby created in the department of elementary and secondary education a "Collaborative Action Team" (CAT) program. The CAT program shall be a pilot program in any district that is unaccredited or provisionally accredited, and shall be designed to:

(1) Improve academic outcome for students in the district;

(2) Increase parental involvement in school projects and school decision-making;

(3) Develop success-oriented approaches to reducing:

(a) Violence in schools;

(b) Student drug, alcohol and tobacco use;

(c) Teenage pregnancy; and

(d) Gang-related activities in schools; and

(4) Sponsor more family-friendly school activities, including after school hours activities.

2. Each school in each district with a CAT program shall select the members of the collaborative action team for its school, which will develop and implement the CAT program for such school pursuant to this section. The members shall be selected from a broad cross-section of the school's community, and shall include, but not be limited to, parents or grandparents of students at the school, persons who volunteer at the school, and at least one teacher at the school.

3. Upon the selection of the CAT members, the members shall meet to develop the CAT program. The program shall be designed to satisfy the objectives listed in subsection 1 of this section. In the process of developing the CAT program, the members shall:

(1) Identify areas of need for the school, and create and prioritize goals accordingly;

(2) Develop a mission statement summarizing program goals;

(3) Assign tasks to various members of the CAT, commensurate with such member's areas of expertise, for completion of program goals;

(4) Create time lines for accomplishment of program goals;

(5) Determine if funds will be necessary to accomplish program goals, and, if funds are necessary, apply for a grant from the department of elementary and secondary education pursuant to subsection 4 of this section.

4. If a group of CAT members at a school determines that its CAT program will require funds in order to be fully implemented, then the members shall apply for a CAT grant from the department of elementary and secondary education. The department may promulgate the form of the application and the criteria for such applications. If an application is determined to be satisfactory by the department, the department may, subject to appropriations and subject to availability in existing funds, award such program a CAT grant for the subsequent school year. The department may fund such grants out of existing critical needs funds, out of existing professional development funds or out of the collaborative action team fund created pursuant to subsection 5 of this section. The department may promulgate a procedure for year-end grant review or for automatic year-end grant renewal as it may deem necessary.

5. There is hereby created in the state treasury the "Collaborative Action Team Fund", which shall consist of all moneys appropriated to the fund and all donations, bequests or other gifts of any kind deposited in the fund. The fund shall be administered by the department of elementary and secondary education for the purpose of funding the grants described in this section. Notwithstanding the provisions of section 33.080, RSMo, to the contrary, moneys in the fund shall not be transferred to the general revenue fund at the end of the biennium. All interest and moneys earned on such fund shall be credited to the fund.

6. No rule or portion of a rule promulgated pursuant to this section shall take effect unless it has been promulgated pursuant to chapter 536, RSMo.
