AN ACT
To amend chapter 162, RSMo, by adding thereto one new section relating to the transfer of control of certain unaccredited urban school districts from the local school board to the state board of education, with an emergency clause.
Section A. Chapter 162, RSMo, is amended by adding thereto one new section, to be known as section 162.083, to read as follows:
162.083. Notwithstanding the procedures of subsections 1 and 2 of section 162.081 regarding the timetable for the lapse of school districts, the corporate organization of any urban school district which was designated as unaccredited in the calendar year 1999 and which had an effective date for its unaccredited status beginning in the calendar year 2000, shall lapse on the effective date of this section. The state board of education shall govern such district beginning on the effective date of this section, and lasting until the state board of education has completed procedures for the governance or future reorganization of the district as provided in section 162.081 or in any other provision of law.
Section B. Because immediate action is necessary to ensure the sound education of the students in certain school districts,
section A of this act is deemed necessary for the immediate preservation of the public health, welfare, peace and safety, and
is hereby declared to be an emergency act within the meaning of the constitution, and section A of this act shall be in full
force and effect upon its passage and approval.
