AN ACT

To amend chapter 100, RSMo, by adding thereto one new section relating to the St. Louis riverfront commission.




Be it enacted by the General Assembly of the state of Missouri, as follows:

Section A. Chapter 100, RSMo, is amended by adding thereto one new section, to be known as section 100.870, to read as follows:

100.870. 1. There is hereby established the "St. Louis Riverfront Commission", which shall study the state of economic development on the riverfront of the city of St. Louis and make recommendations to the governor and to the general assembly as to potential strategies for improving economic development on the riverfront. Such recommendations shall be made on an annual basis and shall be submitted to the governor and the general assembly on or before the first Wednesday after the first Monday in January of each year.

2. The commission shall have five members. One member shall be a member of the state senate, appointed by the governor from a list of three names submitted by the president pro tempore of the senate. One member shall be a member of the state house of representatives, appointed by the governor from a list of three names submitted by the speaker of the house of representatives. One member shall be appointed by the governor to represent the interest of the public in the successful economic development of the riverfront. Two members shall be residents of the city of St. Louis, each appointed by the governor from separate lists of three names submitted to the governor by the mayor of the city of St. Louis. At its first meeting, the commission shall appoint one of its members to act as chair. Thereafter, the commission shall meet as often as is deemed necessary by the chair to adequately complete the reports required pursuant to subsection 1 of this section. All members of the commission shall serve two-year terms, beginning January 1, 2002. The commission may be reimbursed from general revenue for actual and necessary expenses in the performance of its duties pursuant to this section.
