AN ACT
To amend chapter 105, RSMo, by adding thereto one new section relating to appropriations to state departments.
Section A. Chapter 105, RSMo, is amended by adding thereto one new section, to be known as section 105.203, to read as follows:
105.203. 1. No state department or agency thereof shall expend any dedicated or earmarked funds appropriated to such department or agency for any purpose other than the purpose for which such funds were intended. No state department or agency thereof shall commingle any dedicated or earmarked funds with any other funds whatsoever. All expenditures of dedicated or earmarked funds shall be documented so as to prove the fund from which such expenditure was made and the purpose for which such money was expended. "Dedicated or earmarked funds" are such funds restricted for a specific use by the Missouri Constitution, a vote of the people of this state or by statute.
2. Any state department or agency thereof that uses any funds in violation of subsection 1 of this section, shall have
its administrative appropriations reduced in the next fiscal year by an amount equal to that which was misused as
provided in subsection 1 of this section.
