AN ACT

To amend chapter 313, RSMo, by adding thereto one new section relating to gaming activities.




Be it enacted by the General Assembly of the state of Missouri, as follows:

Section A. Chapter 313, RSMo, is amended by adding thereto one new section, to be known as section 313.002, to read as follows:

313.002. 1. Commencing the date this section becomes effective, there shall be a two-year moratorium on the introduction of new types of gaming, excluding the state lottery authorized by sections 313.200 to 313.353, RSMo.

2. The University of Missouri Public Policy Institute is hereby directed to conduct a study of the impact of gaming on this state, said study to collect and analyze data including, but not limited to the following:

(1) The number of compulsive gamblers in this state;

(2) The cost of compulsive gambling to the economy of this state, including the impact of compulsive gambling on public assistance programs and lost productivity and work days of compulsive gamblers; and

(3) The number of underage compulsive gamblers, the impact of compulsive gambling on youth, and the associated costs to this state.

3. The University of Missouri Public Policy Institute shall prepare a written report of its findings pursuant to this section and deliver said report to the general assembly by June 1, 2002.
