AN ACT
To amend chapter 247, RSMo, by adding thereto one new section relating to powers of public water supply districts.
Section A. Chapter 247, RSMo, is amended by adding thereto one new section, to be known as section 247.182, to read as follows:
247.182. The owner of any real property that is within the boundary of a public water supply district, but which receives treated water from a water wholesaler other than the public water supply district, shall not be entitled:
(1) To vote on any issue relating to such public water supply district which also impacts such person's real property in such district in any way, so long as such water district is not supplying water to such real property. The appropriate election authority shall remove such persons from the election rolls of the district not supplying the water, for any matters impacting such persons' real property in any way, including but not limited to matters related to property taxation, and shall add such persons to the election rolls of the water wholesaler that is supplying the water, when appropriate; and
(2) To hold an elected position on the board of directors of the water district that is not supplying him or her with
water.
