AN ACT
To amend chapter 196, RSMo, by adding thereto one new section relating to tobacco settlement funds.
Section A. Chapter 196, RSMo, is amended by adding thereto one new section, to be known as section 196.1016, to read as follows:
196.1016. Beginning with the first payment of any tobacco moneys received by the state of Missouri pursuant to the master settlement agreement and continuing until the settlement period is complete, such moneys shall be distributed as follows:
(1) One-half of such moneys shall be credited to the "County Health and Safety Fund" which is hereby created in the state treasury. Such moneys shall be used to promote the health and safety of the residents of all the counties in the state and shall be distributed based on a statewide population ratio according to the last decennial census. Such moneys shall be distributed to all counties on the first day of June of each year until the settlement period ends;
(2) One-half of such moneys shall be credited to the "Healthy Missouri Trust Fund" which is hereby created in the
state treasury. Such moneys shall be subject to appropriation for smoking prevention and cessation, early
childhood care and education, prescription drug coverage and health care, life sciences and medical research, and
mental health as provided by law.
