JOINT RESOLUTION
Submitting to the qualified voters of Missouri, an amendment repealing section 8 of article III of the Constitution of Missouri, relating to term limits, and adopting two new sections in lieu thereof relating to the same subject.
That at the next general election to be held in the state of Missouri, on Tuesday next following the first Monday in November, 2002, or at a special election to be called by the governor for that purpose, there is hereby submitted to the qualified voters of this state, for adoption or rejection, the following amendment to article III of the Constitution of the state of Missouri:
Section A. Section 8, article III, Constitution of Missouri, is repealed and two new sections adopted in lieu thereof, to be known as sections 8 and 8(a), to read as follows:
Section 8. [No one shall be elected or appointed to serve more than eight years total in any one house of the General Assembly nor more than sixteen years total in both houses of the General Assembly. In applying this section, service in the General Assembly resulting from an election or appointment prior to the effective date of this section shall not be counted.] After the effective date of this section, no person shall serve for more than a total of six years in the office of speaker of the house of representatives or the office of president pro tempore of the senate or to any office hereinafter created which exercises the powers of such offices as presently constituted.
Section 8(a). After the effective date of this section, no person shall serve more than twelve years in any one house
of the general assembly, if, by the end of such person's current term, such person will have served twelve or more
consecutive years. For a person who is elected to complete the term of another person, service of less than a full
general assembly shall not be counted.
