AN ACT
To appropriate money for the expenses, grants, and distributions of the Department of Health, Department of Social Services, Department of Mental Health, Department of Higher Education and institutions of higher education included therein, Department of Elementary and Secondary Education, and the Office of Administration, and the several divisions and programs thereof to be expended only as provided in Article IV, Section 28 of the Constitution of Missouri, and to transfer money among certain funds for the period beginning July 1, 2001 and ending June 30, 2002.
There is appropriated out of the State Treasury, to be expended only as provided in Article IV, Section 28 of the Constitution of Missouri, for the purpose of funding each Department, Division, agency, and program enumerated in each section for the item or items stated, and for no other purpose whatsoever chargeable to the fund designated for the period beginning July 1, 2001 and ending June 30, 2002, as follows:
Section 14.005. For the purpose of funding programs to improve health care access and treatment

For the purpose of one-time funding for a feasible telehealth project to increase access to health care for families in 33 rural minority communities in the 6-county area of the Bootheel - Dunklin, Mississippi, New Madrid, Pemiscot, Scott, and Stoddard counties. Missouri Telehealth Resource Center (MTRC) shall work with local providers, citizens of the 6-county area, and contracted community based not-for-profit Missouri Corporations to develop, implement and evaluate a feasible telehealth project for the target 6-county area. The not-for-profits shall be a certified MBE/WBE and based in the 6-county area being served. MTRC shall provide required basic telehealth equipment to the 6-county area project.

Section 14.010. For the purpose of funding programs to improve early childhood and youth development care and education

For the purpose of funding additional home visits for three-to five-year-olds
and at-risk services in the Parents as Teachers Program $6,034,800
For the purpose of funding recruitment of new minority and at-risk families to the Parents As Teachers initiative from 33 rural minority communities in the 6-county area of the Bootheel-Dunklin, Mississippi, New Madrid, Pemiscot, Scott, and Stoddard counties. A contracting relationship shall be established with a community based not-for-profit organization to help identify families in the 6-county area that have children ages three to five that need more intensive support. Said community based not-for-profit shall be exempt from taxation pursuant to Section 501(c)(3) of the Internal Revenue Code, certified as an MBE/WBE corporation, and based in the target area served. Funding shall accurately reflect additional transportation costs involved in identifying targeted families for recruitment who live in sparsely

For the purpose of funding improvement to the quality of early childhood and youth development care and education. It is designed to bridge the gap and calls for coordination with Head Start, Parents As Teachers, and Early Head Start and other such programs. These grants will be awarded to communities to target "at-risk" and minorities populations. A contracting relationship shall be established with a community based not-for-profit organization to help identify families in the 6-county area that have children ages three to five that need more intensive support. Said community based not-for-profit shall be exempt from taxation pursuant to Section 501(c)(3) of the Internal Revenue Code, chartered by a national body, certified as an MBE corporation, and based in the target area served. Funding shall accurately reflect additional transportation costs involved in identifying targeted families for recruitment who live in sparsely populated rural communities in

Section 14.015. To the Office of Administration
For the purpose of funding life sciences grants to include, but not limited to, research of cancers of the lung, larynx, oral cavity, pharynx and esophagus, bladder, pancreas, uterine, cervix, kidney, stomach, leukemia, prostrate, and colon; and research of diabetes and sickle cell anemia and related expenses. State funding of the grants shall not exceed two-thirds of the total project cost and the grantee shall be required to leverage the remaining one-third from private donations or contributions donations or contributions or from

For the purpose of funding mini-grants to community-based non-governmental agencies and organizations in Kansas City, St. Louis and the Bootheel - Dunklin, Mississippi, New Madrid, Pemiscot, Scott and Stoddard counties-to implement the "Ready, Set, Goal" life sciences career enrichment program for minority and other at risk children, youth and young adults. The organizations shall form partnerships with schools to implement the programs. Mini-grants shall be for the specific purpose of funding the development of culturally appropriate, gender and age-specific life sciences career enrichment pilot interventions for children, youth and young adults in the targeted minority communities. Mini-grants shall be made to community- based not-for-profit Missouri Corporations that are certified as MBE/WBEs and based in the targeted minority communities in Kansas City, St. Louis, and the Bootheel. Such projects shall operate for the following purposes: (1) To plan, develop, and implement culturally-appropriate, gender and age-specific life sciences career enrichment programs, activities and materials; (2) To work in cooperation with community-based coalitions to develop locally-appropriate education and recruitment strategies regarding life sciences career development; (3) To additionally, establish contracting relationships with small minority businesses, certified as MBE/WBEs, that specialize in health promotion and research activities, to conduct evaluations of the pilot projects; (4) To develop after school (latch key) programs

Mini-grants shall be for the specific purpose of funding the development of culturally appropriate, gender and age-specific "minority and at-risk tobacco control" pilot interventions that target children, women and at-risk and minority communities. Mini-grants shall be made to community-based not-for-profit Missouri Corporations that are certified as MBE/WBEs and based in the targeted minority communities in Kansas City, St. Louis, and the Bootheel.
