HB 1191 -- ORIENTATION AND TRAINING OF SCHOOL BOARD MEMBERS CO-SPONSORS: Davis, Holand COMMITTEE ACTION: Voted "do pass" by the Committee on Education- Elementary and Secondary by a vote of 19 to 2 with 1 present. Beginning August 28, 2002, no school board member will be permitted to file for reelection without showing proof to the election authority of completion of the orientation and training that board members are required to obtain. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that the current law needs some teeth; about 15% of current members have not met the training requirement. School board members have responsibility for some very complex issues. If they don't get the training, they are not in a position to ask the right questions. Testifying for the bill were Representatives Davis and Holand; Missouri State Teachers Association; Missouri School Board Association; Missouri Council of School Administrators; and Missouri National Education Association.
