HB 1460 -- COMPULSORY SCHOOL AGE

CO-SPONSORS:  Hilgemann, Carnahan, Villa, Shelton, Gambaro,
Boykins, Johnson (61), Daus

COMMITTEE ACTION:  Voted "do pass" by the Committee on
Miscellaneous Bills and Resolutions by a vote of 9 to 2.

This bill permits the board of education for the St. Louis City
school district to adopt a resolution raising the mandatory
attendance age in the district from 16 to 17.

FISCAL NOTE:  Estimated Net Cost to General Revenue Fund of $0 in
FY 2003, $274,078 to Unknown in FY 2004, and $281,142 to Unknown
in FY 2005.  Estimated Net Effect on State School Moneys Fund of
$0 in FY 2003, FY 2004, and FY 2005.

PROPONENTS:  Supporters say that the bill will set expectations,
especially for immigrant children, that 16 is too young to drop
out of school.

Testifying for the bill were Representative Hilgemann; and St.
Louis Public Schools Board of Education.

OPPONENTS:  There was no opposition voiced to the committee.
