HB 1715 -- INTERPRETERS FOR THE HEARING IMPAIRED CO-SPONSORS: Moore, Graham, May (149), Portwood, Bartelsmeyer, Copenhaver, Lowe COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Judiciary by a vote of 18 to 0. Under current law, interpreters must be provided to deaf persons for certain proceedings in state prisons. This bill adds proceedings in juvenile detention or correctional facilities to this requirement. FISCAL NOTE: Estimated Net Cost to General Revenue Fund of $0 in FY 2003, FY 2004, and FY 2005. PROPONENTS: Supporters say that the bill is necessary to provide equal access to the juvenile justice system for deaf children and deaf parents with hearing children. Testifying for the bill were Representative Moore; Missouri School for the Deaf; Missouri Commission for the Deaf; Department of Mental Health; and 13th Judicial Circuit Family Court - Juvenile Division.
