HB 1773 -- COMPENSATION FOR ST. LOUIS POLICE OFFICERS CO-SPONSORS: Shelton, Carnahan COMMITTEE ACTION: Voted "do pass" by the Committee on Municipal Corporations by a vote of 10 to 0. This bill revises the provisions pertaining to compensation for police officers in the City of St. Louis. From July 1, 2002, through June 30, 2003, the bill increases the maximum amount of compensation which can be paid to commissioned police officers based upon rank and length of service as authorized by the St. Louis Board of Police Commissioners. The bill repeals the provision which authorizes the board to provide salary increases for commissioned employees with 0-8 years and 9-30 years of experience in excess of the maximum amounts stated in the bill. The bill contains an emergency clause. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that the bill increases the salary of commissioned police officers in the City of St. Louis by an average of $1,500 for Fiscal Year 2003. The salary increase is needed to retain police officers and to offset the increased contributions paid by police officers for health insurance coverage. Testifying for the bill were Representatives Shelton and Carnahan; St. Louis Board of Police Commissioners; and Local 73, International Association of Firefighters of St. Louis.
