HB 1955 -- VICTIM'S RIGHTS CO-SPONSORS: Hilgemann, Carnahan, Hosmer, Villa, Daus COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Criminal Law by a vote of 13 to 0. This bill allows neighborhood groups, community groups, and local social service agencies to have a representative present at sentencing hearings for felony drug offenses. The representative has the right to present a community impact statement about the effect of the drug offense on the community. The representative can make recommendations about sentencing, including community service. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that neighborhood groups are willing to come forward to tell the court about the impact of drug-related crimes on the community if they know they will make a difference. Community and neighborhood groups could also make recommendations about community sentencing. Drug-related crimes have an effect on the quality of life in communities. Testifying for the bill were Representative Hilgemann; St. Louis Circuit Attorney's Office; and Security Task Force of Forest Park Southeast in St. Louis.
