HB 1964 -- NEIGHBORHOOD ASSOCIATION SPONSOR: Gambaro COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Municipal Corporations by a vote of 9 to 0. This bill allows neighborhood associations, acting without compensation, to participate in real estate transactions by providing prospective buyers with information regarding real estate located within the geographical area which the association represents. A neighborhood association is any group organized for the sole purpose of improving a particular geographic area within a municipality. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that in the City of St. Louis, neighborhood associations currently maintain property lists for prospective renters and buyers as a community service, which facilitates the sale or rental of property and encourages neighborhood stability. The bill would resolve any confusion regarding the legality of the community service function performed by neighborhood associations.
