Summary of the Committee Version of the Bill

HB 1970 -- HEALTH INSURANCE

CO-SPONSORS:  Townley, Long, Berkstresser, Robirds, Fraser,
Griesheimer, Ladd Baker

COMMITTEE ACTION:  Voted "do pass" by the Committee on Insurance
by a vote of 15 to 0.

This bill requires health insurance entities to provide coverage
for at least four mastectomy brassieres per year.

FISCAL NOTE:  Estimated Net Income to Insurance Dedicated Fund of
$9,850 in FY 2003, $0 in FY 2004, and $0 in FY 2005.

PROPONENTS:  Supporters say that currently, most insurance plans
provide coverage for only one prosthetic bra per year.  It is a
medical necessity, not for cosmetic purposes, so insurers should
provide coverage for more than just one bra.  Each bra can cost
as much as $60.

Testifying for the bill were Representative Townley; Carol
Carpenter; Kathy Brown; and American Cancer Society.

OPPONENTS:   There was no opposition voiced to the committee.
