HJR 34 -- GUBERNATORIAL APPOINTMENTS

SPONSOR:  Farnen

COMMITTEE ACTION:  Voted "do pass" by the Committee on
Miscellaneous Bills and Resolutions by a vote of 9 to 0.

This proposed constitutional amendment requires the Governor upon
election to a subsequent term to make new appointments or
reappointments to all department and division heads subject to
the advice and consent of the Senate.

FISCAL NOTE:  Estimated Net Cost to General Revenue Fund of
$43,800 in FY 2003, $0 in FY 2004, and $0 in FY 2005.

PROPONENTS:  Supporters say that this will help balance the power
between the executive and legislative branches of government by
providing more legislative oversight.  This is particularly
important since the implementation of term limits for
legislators.

Testifying for the bill was Representative Farnen.

OPPONENTS: There was no opposition voiced to the committee.
