HCS HJR 47 -- JOINT MUNICIPAL UTILITY COMMISSIONS SPONSOR: Mays, 50 (Willoughby) COMMITTEE ACTION: Voted "do pass" by the Committee on Utilities Regulation by a vote of 23 to 2. This proposed constitutional amendment allows joint municipal utility commissions to develop utility projects with municipalities or electric cooperatives without regulation by the Public Service Commission. Bonds issued for the projects are not indebtedness of the state or of any political subdivision. FISCAL NOTE: Cost to General Revenue Fund of $34,710 in FY 2003, $0 in FY 2004, and FY 2005. PROPONENTS: Supporters say that the bill would encourage municipalities to join together to develop more electric generation capacity. Increasing capacity will improve service reliability and make municipalities less vulnerable to the volatility of open markets for electricity. Testifying for the bill were Representative Willoughby; and Missouri Public Utility Alliance. OPPONENTS: There was no opposition voiced to the committee.
