HB 1096 -- Kansas City School District Board Elections

This bill changes the election procedures for the Kansas City
School District from a subdistrict system to an at-large system.
As each of the subdistrict positions comes up for election
beginning in 2002, the candidate will be elected at-large.  The
bill provides procedures for filling positions without a primary
election when there are more than two candidates running.
