HB 1162 -- Alcohol Use by Children and Youth

This bill requires the Division of Alcohol and Drug Abuse in the
Department of Mental Health to establish a community grant
program for the purposes of reducing alcohol consumption by
children and youth.

A Fund for the Reduction of Alcohol Use by Children and Youth is
established for the purpose of financing county-level programs
and services which reduce alcohol consumption by children and
youth.  The bill requires that the division establish eligibility
criteria for allocating funds to eligible counties.  Funds can be
used for administrative support services provided by the division
and county governments for the program.

The bill requires the Director of the Department of Revenue to
collect an additional charge of 18 cents per gallon on the
selling of malt liquors containing alcohol in excess of 3.2% and
on nonintoxicating beer, $2 per gallon on spiritous liquors, and
36 cents per gallon on wines.  All moneys collected from the
additional charges will be deposited by the State Treasurer into
the Fund for the Reduction of Alcohol Use by Children and Youth.
The division will administer all moneys in the fund for programs
which reduce the consumption of alcohol by children and youth.
