HB 1170 -- Missourians Helping Missourians Trust Fund Co-Sponsors: Crowell, Hendrickson This bill establishes the Missourians Helping Missourians Trust Fund in the state treasury. The purpose of the fund is to provide financial assistance to eligible Missouri residents who have a gross income equal to or less than 300% of the federal poverty level for a single person, who are being treated for a life threatening illness, and who have no insurance coverage for the needed medical treatment. Moneys in the fund will be used solely by the Division of Medical Services in the Department of Social Services for the purpose as stated. If requirements, terms, or conditions are attached to certain moneys received by the fund, the division is required to expend these moneys as required. Moneys in the fund are prohibited from supplanting any existing program or service. Disbursement requirements and criteria for eligible applicants are contained in the bill. The State Treasurer is required to deposit all amounts received from individual and corporate contributors and all other gifts, grants, bequests, and other sources of revenue into the fund. The State Treasurer is also required to invest all moneys in the fund in a manner similar to that required by Section 30.260, RSMo. The bill allows the General Assembly to appropriate moneys annually from the fund to the Department of Revenue to cover costs associated with collecting and transferring contributions into the fund that are received from individuals and corporations beginning in tax year January 1, 2003.
