HB 1224 -- Waiver School Districts

This bill creates a procedure by which a fully accredited school
district may declare itself a waiver district for the following
school year, during which it will operate under charter school
laws instead of standard school law.

The district will act as applicant and sponsor by applying to the
State Board of Education for charter approval.  Waiver districts
will not follow charter school admissions policies, will continue
to receive funding in the manner of all districts, and will
retain the power to acquire property by eminent domain.  The
charter will be written for the district as a whole, and the
district will follow the charter as if it were one charter
school.  The bill also makes technical changes to the charter
school laws to accommodate waiver districts.
