HB 1266 -- State Aid to Schools

This bill corrects an anomaly in the calculation of at-risk
funding that currently prevents certain districts from realizing
the benefit of an operating levy above $2.75.  The bill also
requires that the 1997-1998 per eligible pupil amount of at-risk
funding available to hold-harmless districts be recalculated to
exclude voluntary transfer students originally included in the
calculation, thereby permitting such districts to get the benefit
of growth in the number of resident pupils without measuring from
an artificially inflated base.
