HB 1449 -- Human Cloning

This bill prohibits public or private entities or persons from
knowingly performing or attempting to perform human cloning,
participating in an attempt to perform human cloning, or shipping
or receiving an embryo produced by cloning or a product derived
from a cloned embryo.  It also prohibits the knowing importation
of embryos produced by human cloning or products derived from
cloned embryos.  Violation of this section is a felony that is
punishable by imprisonment for up to 10 years and a fine of up to
$10 million.  In addition to a criminal penalty, a person who
violates this section and benefits financially from the violation
is subject to a civil penalty of at least $1 million and up to
twice the gross gain the person received if that amount is more
than $1 million.
