Summary of the Introduced Bill

HB 1685 -- Transportation Funding

Co-Sponsors:  Luetkenhaus, Ostmann

This bill is a comprehensive package that raises additional
revenue for transportation purposes.  The bill:

(1)  Increases the state motor fuel tax from 17 to 22 cents per
gallon;

(2)  Increases the state sales and use tax on tangible personal
property from 4% to 4.25%;

(3)  Increases the registration fee for passenger cars by the
following amounts:  Less than 12 horsepower, from $18 to $30; 12
to 24 horsepower, from $21 to $30; 24 to 36 horsepower, from $24
to $45; 36 to 48 horsepower, from $33 to $45; 48 to 60
horsepower, from $39 to $60; 60 to 72 horsepower, from $45 to
$60; and over 72 horsepower, from $51 to $60;

(4)  Increases the registration fee for motorcycles from $8.50 to
$11.50 and for motortricycles from $10 to $13.50;

(5)  Increases the registration fee for commercial vehicles
approximately 25% to 33%;

(6)  Increases the fee for a driver's license from $15 to $20 and
for a commercial driver's license from $30 to $35;

(7)  Increases the annual registration fee for trailers from
$7.50 to $10, the 3-year registration fee from $22.50 to $30, and
the permanent registration fee from $52.50 to $58; and

(8)  Increases the annual driveaway license fee from $44.50 to
$58 and the single trip fee from $4 to $5.50.

The bill also requires that the total amount of appropriations
from the Highways and Transportation Fund to all other state
departments for non-transportation purposes be capped at $160
million and be reduced by an additional $40 million for every
subsequent fiscal year thereafter until all state offices and
departments do not receive any appropriations from the fund for
Fiscal Year 2007 or any subsequent fiscal year.

The bill contains a referendum clause and will be submitted to
the voters in November 2002.  If approved, it will become
effective the first fiscal year following voter approval.
